SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI's interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers - intervene with professionalism and commitment while respecting cultural norms.
About the mission
Solidarités International (SI) has been providing life-saving assistance in northern Mozambique since March 2019, initially responding to Cyclone Idai. As the crisis in Cabo Delgado escalated, SI began operations in Mueda in July 2021 and progressively expanded to other northern districts including Nangade, Muidumbe, Palma and, more recently, Mocímboa da Praia. By 2022, SI had established a coordination office in Pemba and operational bases in Mueda and Palma.
Following the closure of the Palma base, SI opened a new base in Mocímboa da Praia in July 2023 to support urgent returnee needs. Today, SI operates from Pemba, Mueda and Mocímboa da Praia, covering not only the northern districts (Mueda, Mocímboa da Praia, Nangade, Muidumbe and Palma) but also additional districts further south, such as Metuge, Chiúre, Mecúfi and Ancuabe.
In 2024–2025, SI Mozambique has prioritized integrated, multisectoral programming focused on the Rapid Response Mechanism (RRM), WASH, Food Security and Livelihoods (FSL), and Shelter/NFI. At the beginning of 2025, however, major BHA funding cuts forced a significant restructuring, reducing the mission from approximately 140 to around 50 staff and prompting a reorganization of operations to maintain essential activities.
This restructuring coincided with a deterioration of the security situation in Cabo Delgado, with renewed attacks, increased displacement, and unpredictable access since mid-2024, requiring continuous adaptation of SI’s strategies.
In 2026, despite these challenges, SI continues to deliver principled, needs-based assistance across Cabo Delgado with the support of key donors such as ECHO, SDC, CDCS, OCHA, IFSAN and UNICEF while exploring emergency and nexus funding opportunities with other donors such as DG INTPA, adapting its WASH strategy and stenghtening its FSL expertise,
In Pemba, Solidarités offices host both the Coordination and Pemba base per se. Several support and MEAL positions are mutualise with a joint oversight from the Field Coordinator and the heads of departments. The Field Coordinator would line manage the programs team (+- 15 colleagues) and will coordinate with the head of departments to supersise the support functions in coordination/Pemba base. SI is opening a sub-base in the south of Cabo Delgado and is exploring the feasibility of interventions in new areas.
About the job
GENERAL OBJECTIVE:
The Field Coordinator oversees the development of Solidarites International's (SI) presence and response in their area of intervention, in line with the Country Strategy and the organisation's mandate.
Delegated by the Country Director, they are SI's representative in the area to aid workers, local administrative, military and political authorities, civil society and the media.
They are responsible for ensuring the security of SI teams and assets in their area, as well as compliance with the organisation's ethical framework and values.
THE MAIN CHALLENGES:
New position in the mission. Previsouly the Area coordinator was supervising a field coordinator and the program team in Pemba. With the new set-up, one field coordinators will represent SI in northern Cabo Delgado and one in Pemba and in the South. With the support of the country director and of the other head of departments, the field coordinator will have to design smooth ways of working for this "new" base.
The administrative and political enviroment is complex and SI operates through multiple consortium, Those two factors might appear time-consuming, with a balance to find between external coordination and representation and "internal" operations.
PRIORITIES FOR THE 2/3 FIRST MONTHS:
Structure the new base and elaborate the RACI
Launch a new project funded by DG INTPA
Implementation at area level of the 2027-2029 country strategy
SECURITY CONSTRAINTS:
Security level 2 in Pemba / very limited security constraints
In Chiure and new areas of intervention : more restrictions; movement and activities depend on local conditions and Security Department guidance
Your profile
DIPLOMA AND EXPERIENCE:
Diploma : Bachelor diploma in relevant fields
Experience in the humanitarian sector : 3-4 years
Experience on a similar position : 3-4 years
SKILLS:
TECHNICAL SKILLS
Security and access management, including acceptance, organised armed group and climate related risks understanding
External representation and coordination with NGOs, authorities, formal and informal community representatives
Financial and HR management : ability to translate contextual, legal or financial constraints into actionable workplans and a transparent communication toward its team
TRANSVERSAL SKILLS
Coordination, priorisation and management
Fluid and proactive communication, both internal and external
Curiosity and intellectual plasticity
LANGUAGE:
English mandatory
Portuguese highly desirable
Spanish is a plus if no portuguese

A salaried position:According to experience, starting from EUR 3080 gross per month (2800 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of USD 750.
